Humanitarian Assistance and Disaster Relief — Intersessional Working Group
The HADR IWG Meeting was held in Nowshahr, Iran from 6 to 9 October 2025. The event was hosted by the Islamic Republic of Iran Navy.

The event was held in three parts: the HADR Competition, the HADR IWG Meeting, and the HADR International Training Workshop.
1. Arrival and Ice Breaking dinner:
The event was held in three parts: HADR Competition, HADR IWG Meeting and HADR International Training Workshop.
On October 6, after the transfer of the delegations and foreign guests from Tehran to Nowshahr, participant teams visited the competition venue at the Nowshahr Port. They were introduced to the competition and participated in a training round.
Icebreaking Dinner was attended and welcomed by Rear Admiral Motallebi, the Commander of the Imam Khomeini Naval University along with domestic and international guests.
Day 2 — Opening Ceremony and First IWG Session
On October 7, the opening ceremony began with a speech by the Deputy Coordinator and Chief of Staff of the IRI Navy, followed by the unveiling of the meeting logo. After the opening ceremony, the first session of the HADR IWG meeting was held.
The HADR competition was held in the afternoon from 15:00 to 17:00.
Day 3 — HADR International Training Workshop
On October 8, the HADR International Training Workshop was held, featuring presentations by three foreign speakers from India and Pakistan, as well as two Iranian presenters. The event concluded with a closing address by the Commander of the Naval University.
During the workshop, a VTC was conducted with IONS member countries to share the educational materials presented.
During the planned recreational and cultural program, after the city tour, shooting competitions were held for all foreign delegations and guests at the Naval University’s indoor electronic shooting range.
Day 4 — Closing Ceremony and Resolutions
On October 9, the final section of the HADR IWG meeting was held, and the final resolutions were approved and decided to be sent to the IONS Secretariat in Thailand. The closing ceremony took place by the presence of the Deputy Commander of the IRI Navy, and the speakers and top competitors were awarded.
